Dude you give fucking crazy high power levels to GT characters, why would Piccolo all of a sudden gain that much power from the End of Z?
Also gains look too big for people who didn't even train.
And did you really feel Pan was THAT strong? She couldn't even turn Super Saiyan, and GT shows two 1/16 saiyans go SSJ at the end so it can't be justified by the poor percentage of saiyan blood.
If she was really that much stronger than Goten and Trunks from DBZ then explain me why she couldn't turn SSJ, despite being even older.

For anything DBZ I think the OP gets the power levels right.

On topic, if Beerus is a 10, and SSGSS Goku and Vegeta are on par with him... what do you think they'd need to be, minimum?

Whis said they could perhaps beat him. So I have Goku a 8ish and Vegeta a 8ish but slightly less than Goku. With Freeza being a 9

Didn't Beerus want a rival and challenger in the last movie? Now that he has the chance to have a legitimate fight like he wanted, he suddenly doesn't want that anymore? What the hell?!

While I haven't seen the movie, I'm pretty sure that whole scene was pretty much just for humor. I don't think it was something meant to be taken seriously. Plus 2 vs 1 wouldn't be nearly as fulfilling as 1 vs 1 in terms of story.

~75% - 80ish% give or take. Freeza is slightly stronger than Goku/Vegeta, right? I like to keep the Beers/Freeza gap as big as possible. Freeza is freaked out upon seeing Beers and shamelessly calls him Beers-sama after Beers points out that Freeza dropped his honorific.

It's not really funny as it goes against his entire motivation in the last movie. He was crazy to find someone who could rival him and give him a good fight. Now the opportunity has arrived and he promptly shuts down the idea of a challenge.

Blueberry Goku and Vegeta should be an 8 and 7 respectively.
Canon is Jaco, Dragon Ball except for EoZ, Dragon Ball Super anime and manga (both are separate canons)

I don't think they are that far apart. Maybe like 7.5 and 7.25, with max power Golden Freeza being 8.

8, 7.5 and 7.5 for me.

I would make Freeza stronger since he was dominating Goku but that would be to close to Beerus.

I see no reason not to have Vegeta and Goku as equals.

Usually Toriyama has his characters implying a great gap, by stating that they aren't even using ½ their power to stomp one of the good Guys. I think I could imagine Whis making that claim in regards to Freeza, Goku and Vegeta, so for now, I'd lump them all below 7.5, in fact given that we have no idea how much Goku has improved since BoG, I would just stick with him being a 6 in SSGSS.
Don't know where to put their base forms. Perhaps finally getting that 10x multiplier Toriyama originally envisioned?

Goku: 0.6.
-SSGSS: 6.
Vegeta: 0.6.
-SSGSS: 6.

Freeza: 0.35.
-Golden: 7.

Beerus: 10.
Whis: 15.

Well that is a good question. I completely overlooked the "on par" line..
It would certainly contradict my own ideas of power gaps and such.. I guess the situation can somewhat be compared with Goku wanting to team up with Vegeta against Fat Buu after Buu has his first power up, but it later being claimed that people of Vegeta's level wouldn't matter against the further powered up Fat Buu. I think the gaps I applied back then were smaller, than this one here, so yeah seems like a contradiction in my beliefs.

No way two 6s could fight on par with a 10. Goku and Vegeta should be very close to 8 IMO.

I've never really understood the DB concept that a strong being can beat weaker foes no matter how many they are. If Beerus is 10 and Goku and Vegeta are 6 and 6, then the two combined should beat Beerus. In real life two weaker men can beat a stronger one.
