Oh yeah, for sure. It's a cheap way to show how intense a fight is, and hey - free fan service for the ladies.

Goku fanservice is definitely a thing. :3 I would not be surprised if Toei takes advantage of this for BOG.

I would give the golden seal if it has Vegeta fanservice too.

Toei's OPZ had an entire scene that took place on the men's side of a hot springs. Wet, towel-covered man-nudity everywhere. XD They definitely consider these things.

Vegeta fanservice happens in the manga/anime, but it's surprisingly harder to come by (especially considering what he normally wears).

What are those toys exactly anyway? The first one looks like a go board maybe? I have no guess on the circular things, at all. No good ones anyway - frisbees? Coasters? The last one looks like some kinda sticker poster...thing.

Guess restaurant toys in Japan suck nowadays too.
