OK, now it's fucking confusing. First, we were told be Bulma that it needs 8 months to charge. This was said when the Time Machine had almost gathered enough energy. But then, we were told by the narrator that it needs 3 years.
It's either plot-hole or the Time Machine had some technical problems. Like
Fox666 said, Trunks hadn't change at all when you compare him with the Trunks we saw against Mecha Freeza & the Trunks we saw pre-RoSaT, while Trunks notably grew taller during his one year inside the RoSaT. This was probably because Toriyama had the 8 month charge in his mind back then, and not the 3 years. So, it seems that it took 8 months to charge the first two times, but the third time, it took 3 years...
But be it 8 months or 3 years, I still can't see Piccolo getting so much stronger, because I want to make his power up as small as possible. I can't have Piccolo stronger than a Super Saiyan, because it doesn't make any sense to me. Sure, Piccolo got a huge power up, but he can being around 70-100 millions (changed it from before) is already a very huge power up.
