No, the reason why Freeza's voice isn't appropriate is because he's supposed to be a refined gentleman, despite being a brutal dictator, not a grandma or a creepy transvestite. In both voice and scripting, Funimation missed the point of Freeza.
Hell, the recent DBZ Abridged special has Freeza better. They actually understand what Freeza is about.

I mean, you can tell me anything you want about a character's personality, but looks is also an important part in deciding a characters voice, and I'm sorry, but there is no way you can convince me that Frieza actually looks like a man.

The Funimation dub, from Ocean cast to Funimation cast, shows a complete lack of understanding for many, if not most, of the characters in the voice choices, the performances, and the scripting. It's almost as though they really had no idea what they were getting into or didn't care.
And it's funny, since DBZ's characters aren't what I would consider complex. It's funny how Funimation managed to miss what few complexities the characters had.
Frankly, I'm surprised that the subtitles on the DVDs capture the correct characteristics. Whoever they get to do them must actually care about what DBZ is.

There's a point where things just get ridiculous. You guys say all the time about how you want characters with natural sounding voices, but Frieza with a manly voice is incredibly unnatural.

Back in Z, it was one of his first roles and it showed. Although, those last few episodes where main-timeline Trunks shows up as an adult, he's okay. So he wasn't awful completely throughout Z.
