Of course Heroes never really gives explanations for these new forms, so we'll probably never know why he's back in the Piccolo outfit with this transformation.

I'd be moderately surprised if they were advertising SS Tarble, considering his normal form still isn't in the game.

Well we know the other is SSJ3 Xeno Trunks. The guy in the middle obviously has the Freeza armor not to mention he seems rather small. Eh. It's not an exact match, but not all the Heroes artwork is perfectly on model either.
Then again, with them tossing Gohan back into the Piccolo outfit, who knows. I still think it's just regular Tarble though.

That Gohan looks great. If he kept training that's pretty much how I'd see his appearance. Besides the extra bang. But I still like the bangs because they give a more Mirai Gohan look to it.

I think giving him two bangs is to differentiate him from SSJ3 Goku. Don't see why they couldn't have given him the blue gi he used as a teen, but I guess this is cool, if a bit random.

Wasn't Namek arc Vegeta that got SS in XenoVerse? Bra has more potential to become a Super Saiyan than Pan does honestly seeing as Bra is still half Saiyan like Goten and Trunks while Pan is only a third. Potential my foot. It was never stated that heritage amount determined whether you could go SSJ or not. DBO even showed Humans who were decedents of Goku/Vegeta could achieve the form via wishing (although whether that is simply a gameplay mechanic or actual lore is debatable). Goku Jr. could transform as easily as Goten & Trunks could, and he is 1/64th Saiyan, not to menton the Saiyan decendants from DBO who can also turns SS, and they are from 100 years after Goku Jr's generation.
