Dragons in general bare something of a resemblance to dinosaurs, particularly the western variety. The lack of distinctive facial characteristics of the eastern dragon (horns, hair, catfish-esque whiskers), a particular lack of length, and those neck frills ends up making it look a bit like something out of Jurassic Park.
Only... flying.
I think we should all be happy it looks like a dragon at all.
Also there is no way to tell it's length, there is nothing in the shot for a frame of reference.
Also, if you all remember correctly Shenlong was dinky when he came out during the Daimao Arc.

Look at him compared to Piccolo. Also the image is flipped because I took it with my webcam.

Let me just add that it's probably (at least in part) because of the dinosaurs that the idea of dragons even came into being. People were finding fossils of dinosaurs in places like China and calling them dragons from as far back as the third century and likely even earlier. Also it does have horns.

And finally, Jurassic Park took creative license there. There's no proof that Dilophosaurus had neck frills. And it was supposed to be twenty feet long.

That wasn't the only dinosaur Spielberg took creative liberties with. That must have been one giant frog they took that extra DNA from. ... Gama-bunta?
Like I said, though, there is absolutely no reason why "Shenlong looks like a dinosaur" should be perceived as a bad thing. (Except for maybe the fact that he doesn't look exactly like he does in the manga/anime, which seems to be a common complaint against this movie in general.) The idea of dragons came from dinosaurs. Any similarity is only logical. It's not like they made him look like a cow or anything (as interesting an interpretation of the dragon concept that might be).

You guys... you can explain why a dragon can look like a dinosaur or have a lizard's characteristics all you want. Yes, I know the dinosaurs in Jurassic Park took creative license.
Why a dinosaur looks like a lizard in Jurassic Park is beside the point. Why some dragons look like dinosaurs is beside the point.
None of this changes the fact that this dragon doesn't look like Dragonball's dragon. Why we should be forced to rationalize why it looks like a dinosaur or a lizard is beyond me. Why the hell couldn't they have just done it right in the first place?
If someone requests you draw a hamster, and you draw them a rat, saying "They're basically the same thing anyway, just be grateful I drew anything at all" isn't going to cut it.

Can't say I'm surprised to see this response, in all honesty. All right, we get it. You're disappointed. Unfortunately, this kind of thing seems like it's to be expected in movie-making nowadays. Actually, it's personally rather interesting to see how they interpret stuff like this. It gives a new outlook and refreshes things a bit to see them come up with something a bit different visually. I suppose that's just me, though.
