In the first panel it says it takes place in Universe 18, and since that is the universe, where the Main series timeline(DragonBall as we know it) takes place, that is the Vegeta of that Universe.

Since they had several specials on the making, I think that a special will always follow a "normal" chapter for a while.

They basically are. They allow Gogeta Jr some down time. The dude is drawing this on his free time, never forget that. Basically, instead of having a slower release schedule and occasional breaks on the release of new pages, we get side stories about the separate universes drawn by other artists. That basically all there is to it.

That makes sense. It is nice to get chapters/pages quicker but that does not make it better.

Honestly... I don`t think they will waste more than a few pages on it. Here is my personal guess to what will happen: Mary Sue will step into the ring and Arale will show her the typical poop on a stick. Miss Perfect won`t stand being confronted with poop on a stick and will drop out. Arale wins, the typical Dr Slump/Arale gag would be done and they wouldn`t waste more than 2 or 3 pages on it. At least, this is my guess.

(And I say this without having seen the next pages. They are not available yet).
