I think it's more that he doesn't work in commercial anime that often and is still very young. From looking at the Japanese wiki, all of his major successes have been in shorts at Animator Expo. Though he has a strong relationship with Gainax and Trigger, which accounts for their presence on Super #16.
In fact, he's the character designer on the upcoming TV special adaptation of 'Dragon Dentist", based on the short of the same name by Ōtarō Maijō, which funnily enough debuted at Animator Expo. It airs in February.
I'm sure he's done other stuff in between Super and preparing for this, but it's hard to keep track of anime credits without being able to read Japanese. The Sakuga Wiki only does so much, unfortunately.

I've wondered the same, too. It's so bizarre. The whole staff list is just pure Gainax, Trigger, and Khara animators. Very strong team. Hisashi Mori, of all people pops up.
I wonder if Chioka was friends with Iseki or perhaps someone spoke to Mori since he's the major link that I can see. I have no idea, really, but I wish they'd come back.

I own the storyboard for that episode, and several scenes that require more complex animation never made it to the final episode. Vegeta was actually supposed to do real training rather than just stand on two cliffs, for example.
It could be for episode length reasons, or it could be that they simply didn't want to try and tackle them in the time they had. Who knows!

I hope Kenji returns to the series to do a cut sometime(hopefully something a little more worthwhile). I know a lot of it is weirdly drawn due to everything being extremely angular(espicially Trunks), but I really enjoyed a lot of the personality that was given to the movement in this fight scene, even if it was a little choppy and had very simple timing.

There are a lot of people who have worked on Dragon Ball that I hope return when they finish their work on Tiger Mask and Digimon Appli Monsters. Though we have been seeing a small amount of staff from those shows on Super recently, so maybe we'll see some of the great animators on those shows work across Super and the other show they're on in the next arc.

I really hope that a lot of animators at least come on to do a solid cut or two (eg. Ryo Oonishi, Ken Otsuka, Naotoshi Shida, Kenji Kuroyanagi ect). That seems more realistic to me than having them consistently working on the series.

I mean that's basically what they're doing with Otsuka and Shida (unless they are going to work on the next arc consistently) so that'd be fine. If they could get a nice handful of great animators to work on an episode every 8-12-ish weeks that'd be amazing, then they could space those people out so we could have 4 or 5 solid weeks of great action when we need it instead of having to sacrifice a few episodes like we saw in the final part of the Trunks arc. Ryo Onishi, Kenji Kuroyanagi, Yuki Hayashi, Koudai Watanabe, and Yuya Takahashi are all people they should heavily pursue. Hopefully the 10 weeks between arcs helps the schedule, because that would help so damn much in getting good animators on board. Either way I have a good feeling about the next arc, I don't think it's going to suddenly become the sakuga filled show Dragon Ball honestly deserves to be, but I do think/hope things are going to improve over the previous arc and bring us to a more consistent quality, for example I think/hope we'll have more episodes of the quality of 54 and 59, and fewer of the quality of 64 and 67.
Man, we're so close to the next arc! The wait is killing me, I want to know what's going on with the staff and such so baaaaad.
As a side-note I'm happy that Tomioka hasn't popped up in the filler at all, that's a very good sign, assuming he hasn't left the series...

I really hope that this filler really does improve the general polish of the episodes. However, I think some animators may be tied up with other shows like Tiger Mask to give Super an opportunity, I want to believe though that at least one of the animators you mentioned will have time for a noteable cut or two. My expectations for the next arc is for every major important fight episode, to have at least one noteworthy cut in it.
