Why didn't Vegeta's tail grow back?

Yeah, the same thing happened with Vegeta's scars (while he's showering before Freeza comes back, or while he's training. Not sure which one, but it's before Goku returns to Earth).

Broly still had his tail throughout his entire movie trilogy, and he wasn't a Super Saiyan 4, so I don't see how Vegeta would have been able to pull it off.

Broly would have to see a full moon. Vegeta can make his own.

Broly would have to gain control over the Oozaru. Vegeta already has full control.
