Some pages are in full color and others are in limited color (to save costs). In the pages where limited colors are used we get a lot of red and grey tones and things like that instead of real green or real blue, etc.
Besides that, the author changes his mind about the colors he wants to use all the time, even in full colored pages. They aren't exactly set in stone.

Yeah, that's what confused me. I understand that some colored chapters are in full color and others are in limited color, but it was just strange to see the color scheme shift from one page to the next within the same chapter. I do think the blue Kame House was simply a coloring error, as it has the exact same shade as that of the sea in the background.
It's been done countless times before, but...
