I kind of agree, honestly. I think people praise Goku too highly, probably in reaction to the haters.

No.
It does matter. It just becomes irrelevant if the person with lower power trains more than the person with higher power. Goku for example did more special training than Vegeta did before their first meeting. Goku reach 8.000 (and up to 32.000 with Kaio-ken), which is higher than Vegeta, who was stronger than King Vegeta, who was stronger than all Saiyans of his era.

Also, check Gohan, Goten, and Trunks.
James Teal (Animerica 1996) wrote:When you think about it, there are a number of similarities between the Chinese-inspired Son Goku and that most American of superhero icons, Superman. Both are aliens sent to Earth shortly after birth to escape the destruction of their homeworlds; both possess super-strength, flight, super-speed, heightened senses and the ability to cast energy blasts. But the crucial difference between them lies not only in how they view the world, but in how the world views them.

Superman is, and always has been, a symbol for truth, justice, and upstanding moral fortitude–a role model and leader as much as a fighter. The more down-to-earth Goku has no illusions about being responsible for maintaining social order, or for setting some kind of moral example for the entire world. Goku is simply a martial artist who’s devoted his life toward perfecting his fighting skills and other abilities. Though never shy about risking his life to save either one person or the entire world, he just doesn’t believe that the balance of the world rests in any way on his shoulders, and he has no need to shape any part of it in his image. Goku is an idealist, and believes that there is some good in everyone, but he is unconcerned with the big picture of the world…unless it has to do with some kind of fight. Politics, society, law and order don’t have much bearing on his life, but he’s a man who knows right from wrong.

You took that way of of context. He was talking about how Goku was so strong and it was unfair cause he was born with a lower BP than Vegeta.

Goku changes quite a lot actually all the way from when he was a kid till the end of Z.

Lets look back Goku was a naive kid who didn't know the way people on Earth lived in the big cities. Quite normal for someone use to living in the wilderness for most of their childhood. His only form of contact was with wild animals and Grandpa Gohan who met a unfortunate end.

Goku slowly learns many things about the world he experiences new emotions and is around people with different personalities. All of this combined changes Goku slowly from a less naive kid to a mature adult. Some might argue that Kid Goku killed many red ribbon soldiers as a child when he invaded he didn't bat a eyelash. I think it was after Kami's training he started to forgive people more such as Piccolo.

This is shown in DBZ he may have shown enemies mercy but it was usually because he believed they weren't all that bad Piccolo and Vegeta being prime example. Fast forward to Frieza and he tries to spare that tyrants life even after all his done. Yes this was a naive and bad decision on Goku's part but it is also the turning point for Goku. After becoming a SSJ and seeing Frieza's evil combined with the knowledge that a ghost from the past named Dr. Gero is coming after him and the earth,Goku realizes he cannot spare everyone who he encounters some people just have to die.

He wasted no time in setting up Cell to die and also killed Yakon.

Some may fault Goku for never being around Chichi and their children. This is not Goku's fault his planet is always in danger always needs saving because no one else can do the job. Plus Chichi should have realized that Goku was not husband material when she found he thought marriage was a type of food. Goku was always independent he was never meant to be held down by someone like ChIchi. Despite all this he did try to be around his family and care for them.

Vegeta did say that Goku was a fighting genius along with the fact he always had natural talent. Combine this with all the various masters his trained under and the fact his apart of a race meant to fight it's easy to understand why he's the best.

Goku was the first to realize that SSJ ascended was not the way to go to become stronger. The first to achieve ssj and ssj3.
