Is the Super Saiyan God's power permanent?

Yes. Upon seeing this, Goku decided to stop the fight. He was smiling at how even though Uub was powerful, he still had a long way to go. He was also smiling at how Uub met his expectations, but it was Uub's inexperience that led to him smiling.
