My thoughts exactly. Super doesn't consistently follow this logic anyway, as Beerus is stronger than Golden Frieza despite being the antagonist of the arc that preceded RoF.
There's absolutely nothing wrong with the idea that Merged Zamasu might be stronger than future villains.

As long as Goku and Vegeta are the main heroes, the next villain will definitely either be equally as strong as Zamasu or stronger.
However if the focus shifts to Gohan, Trunks, Goten, etc....then the next villain does not have to be stronger.

I don't think that'll happen.
Either the next saga will have a villain who is stronger than Black and Zamasu separately but much weaker than Merged Zamasu in which case the series can progress without issue.
Or the next saga will have a villain even stronger than Merged Zamasu and that's when they'll need to do something with Goku and Vegeta because we probably won't see Vegito again anytime soon.

I stand by what I said about Super taking some inspiration from Yu-Yu Hakusho by creating more leveled opponents who happen to wield unorthodox strategic minded abilities like the Sensui Seven and the humans under Genkai's employ who tested the group.
