Sorry for bringing this up but something I realized after rewatching Super...
People said we have seen Cell in hell during the filler at Buu saga... And some people believe that this filler is still canon to the Super anime.
But it can't be... During Buu saga and Other World Tournament Frieza for example was A: not in some sort of hell and B: in his Final Form.
During RoF he was in his Hell being tortured and more important... in his MECHA form... And in this form he was revived.
Whatever this means for Cell and Co... Dunno I personally believe they may have repented sooner or later. The whole hell stuff was filler from DBZ was filler for me
