I guess the Red Ribbon Arc Bulma feels the best. She felt a bit more equal character on that arc than in the previous ones. It also might be because of nostalgia, I originally started reading from Red Ribbon forwards.

As for her actual character, it may have to be the RR arc and Super, as she displays the most agency in those instances.
Her best haircut was the one she donned on Namek. Too bad she did not get to do much other than getting pissed at her surroundings.

The haircut and headband made her look younger than she actually was to me.
