Actually, Gotenks vs Gotenks would be a good idea for a fight because of the reasons you stated.

Since they are identical, there is really no point in having two of them in the tournament. Its like having two identical #16, what is the point? If they have to fight each other in a match, we already know that one of them is going to advance to the second round and that the other will not (unless they both give up). So, that would take care of the problem.
And it should be a good fight because all the evenly matched fights tend to be good matches. So, we would probably get a good match and the problem of having the same exact fighter duplicated would be fixed.

As for the main villain, I agree with you. I don`t think its that baby alien at all. How could a infant of any race of the multiverse be stronger or more dangerous than Vegetto or Zen Buu? It would be way too convenient for my taste...
The main villain will probably be XXI. If the rumors and that temporary page of the website that showed the layout, background and fighters of each universe are correct, then XXI is the one who trapped Rou Kaioshin on that sword. Rou Kaioshin said he was pretty terrible at the time, almost as terrible as Buu (Viz translation), so he must have been pretty strong, even though not as strong as Buu at the time. In universe 5 of DBM, he simply remained active during the 75 million years that separate the time where he trapped Rou Kaioshin and the present time, becoming much stronger.

So, with XXI, if he is the main villain, we have a character that already existed in the manga (even though he was never shown) stated to be almost as terrible as Buu (if Viz translation is correct) and with 75 million years to increase his power. Not that is a much more convincing main villain.
And its also the perfect balance of canon, new and fan-made. Its a canon character that exists in the manga. Its new and fresh because we never saw him at all, having him as a villain would be refreshing. And its fan-made because it will be shown to us by fans.

Well my idea is to have one Gotenks to get through with easy matches, but use the other as a power tester for one of the superpowers (bra, super namek, buu), obviously losing. Gotenks vs Super Namek would be epic, I'm sure you'd agree. It would be a waste to have a mirror match. We already know how it's gonna end. They'll fight for 30 minutes till one of them defuses first.

Thats what they said to prevent possible spoilers. Remember that the page was IN the DBM site. It was not some random site.
I`m pretty sure the ideas that it contained were rough, unfinished ideas that might be subject to change later. I think they just fucked up by making the page accessible to the public, and when they realized it, they put it down claiming that its not true and its not finished, bla bla bla.
I wouldn`t be a little bit surprised if what it said about XXI is what they are going to use. Most of what was stated in that page was true, because it is already in the fan manga. But not necessarily all of it is true because they may want to change it. That is all there is to it. Its simply not confirmed yet.

As you can see, even the page stated that the info that isn`t already in the manga is probable but not a certainty. It simply might change.

Gotenks is not the strongest good guy in the tournament. Vegetto and Bra surpass him. So, even if there is only one Gotenks, he would probably end up serving as a power tester anyway. In the second round, the remaining Gotenks could be paired with Super Namek or Zen Buu, meaning it would be Gotenks VS Gotenks and then Gotenks VS Super Namek or Zen Buu. So you could still have the epic battle you were talking about.

Since Zen Buu and Super Namek didn`t seem that phased out with SSJ3 Vegetto, I believe they are too much for Gotenks, so using Gotenks twice as a power tester like (18)Gotenks VS Super Namek and then (16)Gotenks VS Zen Buu for example, wouldn`t be that interesting. Gotenks would use mostly the same moves and lose in both fights.

I really believe that the most interesting battles are when the characters are equally or closely matched. Too much of a power difference isn`t that interesting most of the time. So pairing Gotenks with the other Gotenks, and then using the remaining one as a power tester in the next fight (or coming up with another interesting evenly matched fight) would be the best route as far as I`m concerned. But we`ll see how it turns out.

I know that but I would rather have one Gotenks meet Bra/Namekian now, then the other to get further in and face either Buu or the winner of our Goku vs our Vegeta/Cell. But thats just me.

Nah likely they would be very different battles. Gotenks would be cocky if he underestimates his foe (he will underestimate Namekian but not Buu, he might toy around and use SSJ1 first in one, or go all out straight away in another. a lot of variables).

Agreed but even more interesting is one where we don't know the outcome of the battle. With Gotenks vs Gotenks, as you said, they will just use the same moves and do exactly the same thing for 5 minutes till the SSJ3 form runs out. A more exciting battle would be Gotenks vs Namekian. I'm not entirely sure Namekian is all that strong. He only beat Fat Buu and Cell/Frieza. And Bra has the power but not the maturity and experience that Gotenks has more of. Gotenks isn't as easily angered. She can't even properly use past SSJ1. The best fights are not the ones I can just predict and laugh at, but the ones I am excited to see what will happen.

They really should get rid of her," until I realized that you were referring to other Mary Sue, the one played for laughs. Could be the opposite, though.

That little difference might have gotten (18)Gotenks more interested in training, actually.

I suppose that (16)Gotenks knows that he will never reach Vegetto`s level and that if something goes wrong, Vegetto will be there to save the day (and with much less trouble than them). And even if he isn`t there, Bra or even Gohan will be there. Also, Vegetto seems more interested in training Bra and Pan than them. All these factors may have gotten (16)Gotenks even less interested in training than (18)Gotenks.
