The 10% line in the anime was practically retconned out following the events in the Champa/Universe 6 arc. In the BOG arc Beerus says he needed 10% of his power to stop Vegeta yet he's stronger than a SsjB, Kaioken ×10 Goku who trained with Whis for ayear or so and with Vegeta for 3 years.
That's one example of the many issues Super doesn't have a problem doing.

Ssj2 was just Ssj with an electric aura that wasn't even drawn during the end.
The grade forms were just the characters altering the size of their muscles which is something the humans and Cell could do so they weren't forms at all.
