No , definitely not. In the Black arc Vegeta was able to surpass Goku black in strength after the HTC training which is something neither Goku or him could do before. I don't know if you can remember, but Goku has a little thingy called Kaiohken which makes him at least 15x stronger than Vegeta. Lets not forget that even the previews can be a bit misleading at times and show us almost nothing of how events truly play out.
It looked like #17 might have been out of the ring in last weeks preview but he's safe and sound. So lets not get too heated until we know the whole story.

I really hope they give a good explanation for the Jiren vs. Vegeta power scaling. I don't mind Vegeta getting a boost at all, but please do mention that he gets a boost. Alternatively, they can introduce a flaw in Jiren, like saying that he can only operate at full power for a limited time or that he has to gather strength in advance by meditating and has to budget that for the tournament (which would be a very cheap way to make the defeat of Jiren a team effort and finish it with a 1v1 with Goku at the same time).
I also hope that the Vegeta vs. Jiren match has a point and an impact. If this is just a rage boosted Vegeta trading a few blows and ending it with a real big final flash, that would be disappointingly unimaginative. Jiren taking a full-power, rageboosted Final Flash and pushing it back unscathed could be a Jiren pushing back the Genkidama-moment, though, so I really hope this is not the end but the mid-way cliff hanger.

If SSB Goku also lands some good hits on Jiren, then we can basically just dismiss any power scaling and feats in this episode.

We do not know why Vegeta will be able to hit Jiren, whether it's going to be rage or some other UP in his power.
The point is that this is his first highlight fight in the tournament, so the least we can hope for is something decent, and Vegeta will not be defeated in a few minutes as some haters want
