Him holding back doesn't have to inherently mean he's above Yardrat Goku, at best I'd say they're even and Trunks simply held back since he knew that he'd inadvertently slice Goku's arm off if he their strengths matched.

I'd even go as far to say that Yardrat Goku might've been above Trunks. Trunks was hugely impressed with his power after the whole "block sword strikes with your index finger" thing. Mind you, this is all conjecture, considering neither were at their full power.

I always interpreted as Goku being stronger--he seemed to be holding back a lot more than Trunks, given the super-casual nature of his blocks (and Trunks was of the opinion Goku was as strong as he'd always heard/imagined, i.e. probably stronger than himself or Gohan)--but yeah, there's room for interpretation I guess.

There's Trunks saying he could keep up with the Future Androids, individually. After Trunks Story events, it is clear that was the last time he fought the Androids. So when he went to the past he already was at that level, which is clearly much stronger than Yardrat Goku.

Arguing Trunks might have fought the Androids again later, and escaped alive again, doesn't make sense story-wise. The whole point of Trunks Story is to showcase his growth, which culminated in accepting his mother solution. After warning the past, so that he could return 3 years later hoping to find a solution, it would be stupid to risk dying at the hands of the Androids, in the time between travels. Trunks demeanor is prove of this, being careful, avoiding confronting the Androids.

He was against the idea of him, Vegeta and Piccolo fight No.17 and No.18 without the help of Goku. And that was before he knows there is No.16 and that No.17 and No.18 are stronger than the ones he has been fighting. I could say the Future Androids are as strong as Trunks individually, since he apparently didn't think Vegeta would be any different from him and with a third Super Saiyan (Goku) they would have a chance.

Probably no stronger than a standard grunt, his ring is most likely a 9 on the Godscale though.

He one-shot SSGSS Goku with a common ray gun. And they say the weapon is only as good as the wielder using it, so with that in mind:

• Golden Freeza (100%) > SSGSS Goku/Vegeta > Sorbet w/ Ring Gun > Unaware Weakened SSGSS Goku > Weakened Golden Freeza

......But in all seriousness, Sorbet only supported the empire after Freeza's death mostly due to being an intelligent strategist, not necessarily for power. I have him between 3,000 and 10,000, of course the latter being the very MOST.

Slightly weaker than Goku (Android Arc)...

That's him being careful and panicking because of the changes to the timeline, like #19 and #20. He has blind trust in Goku. Even if you take his statement as being in relation to power, it works. Three slightly weaker Saiyans, versus two infinite power Androids, that's pretty even.

Or he's just manipulative, intelligent, knows how to the deal with these people, have some trick or two up his sleeve. It's not all about strength.

To hold an huge space empire he has to be stronger than average, even more since almost every soldier has a scouter and can see his strength. Not taking merit of his intelligent, he seems to have it; that's why Shisame and Tagoma, who are probably stronger than him, treat him with such respect.
Power has to play an important factor, it's hard to receive orders from someone who's weaker than you. Going by rule of averages, there's probably a bunch of stupid soldiers that can't grasp Sorbet, tactical genius and other qualities.

This is reinforced in the last episode, Sorbet says planets are losing respect for his army since news of: Freeza, Ginyu Force, Dodoria and Zarbon demise, spread. In the World of Dragon Ball power matters, a lot. He doesn't need to be in the top 5 of his army, in terms of strenght, but it's necessary for him to be above the average.
