I agree, even though Gohan lacks lightning sparks Toei had other traits that showed the difference like hair and paler skin as SSJ 2:

Any incarnation of Broly from either movie would be lucky if he can match Super-Perfect Cell, much less freakin' Kid Boo.

We are still talking about Gohan, here. But despite being so rusty and easily the weakest SSj2, he was still strong enough to actually stun Broly with his blows. So either way, Movie 10 Broly is very low on the SSj2 tier, at best. SSj2 Goku or Vegeta would surely rip him in half, to say nothing of anybody on an SSj3 level.

Yes, I too am of the opinion that Broly < SSJ 2 Vegeta < SSJ 2 Goku.

The ending of movie 11 is also worth noting:
Goku is sent down to Hell to take care of Broly with the assistance of Paikuhan and at no point is Broly ever implied/stated to be a challenging opponent and movie 11 premiered only 1 week before it was revealed Goku had SSJ 3, so it's highly unlikely that Toei had SSJ 3 Goku vs. Broly in mind.

Not because of the power of the burst IMO, but the rate of increase Goku reaches for a simple burst. Goku's burst = Vegeta's SSJ2, even though full power >> a burst , so that's how Vegeta catches on. Logically, Goku must have been holding back in Base/SSJ previously, or else Vegeta would have caught wind of the gap between he and Goku earlier...
