Goku isn't much stronger than Gohan was. Cell at full power is much stronger than Super Saiyans.

What about the suppressed Cell that Goku and Gohan fought against before Cell powered up?

I'd probably go with Shen based on the anime filler. Their younger versions of course.

What was there in filler to demonstrate how strong they were compared to each other? I can't think of anything.
I'm basing mine on how Roshi was almost even with Tien, who was stronger than his master, and Roshi disposed of Tsuro-sennin easily.

Tenshinhan said that Kame-sennin was stronger than Tsuru-sennin, so Kame-sennin wins.
And of course Goku beats Goten.

Which is why I specifically brought up their younger versions. The older versions at the 22nd Budokai clearly shows us Roshi is superior.

I forget, Roshi was being bullied a bit by Shen I think.

What about this: if Good Buu and SS3 Goku teamed up on Kid Buu from the very beginning, could they have won?

If Mr. Buu stalled from the beginning while Goku gathered power, then yes.
If they both tried to rush Pure Buu, then his regeneration would allow him to outlast Goku, leaving Mr. Buu as the only threat. So Pure Buu would win.

I usually think Goku SSJ (Buu Arc) surpassed even Perfect Cell at full power, but still can't win against Super Perfect Cell.

Missed this. Goku can beat them all, though he's weaker than Power Weighted Perfect Cell.
