From what I've seen, I think Dragon Ball Z is more darker. But as you said, there are more brutal things happening later in the series that I haven't seen yet.

Even in those early episodes there's some pretty dark stuff (Arlong Park, Drum, Alabasta, Eneru's little games, not to mention Water Seven, Sabaody, and Marineford). It doesn't really affect the over all mood of the series, but then again did the 'darker' elements in Dragon Ball ever really affect the over all mood of the series? You still wound up with Cha La Head Cha La and Zenkai Power and the occasional hilarity.

Well that is certainly debatable. As someone who has watched/read through all of Dragon Ball and One Piece, I'd have to say Dragon Ball does indeed have some dark elements, mostly in the Cell saga (the absorbing was just creepy to me, especially as a kid) but One Piece has its fair share too. If you watched the 4Kids dub and the Spypiea arc then you didn't see how dark it can really get. Keep in mind 4Kids only dubbed episodes 1-143 of the original material and the whole Skypiea saga goes up to episode 206, and the anime just hit the 450 mark. It's still going with no end in sight. So could it get darker than what it has recently gotten? Probably. Has the recent material been darker than Dragon Ball? Certainly.
