That anyone would believe this rumor for a moment is a testament to the disease eating away at this fandom. People will believe whatever they want to despite no evidence to support it and/or significant evidence to the contrary.

The way false information spreads like crabs for this series is a testament to the fact that it's aimed at and mostly appeals to children. Couple that with the fact the series is so old that it hails from a time when you couldn't Google something in five seconds to verify that people weren't bullshitting, and you have... this becoming normal. It's just standard at this point that anyone will believe anything they hear about Dragon Ball.

There's certainly an element of this.
I think also there's something about Dragonball which really captures the imagination of fans and seems to open the story up to almost infinite expansion. Fan-fiction, most likely born out of this, has always been a big thing in the Dragonball fandom and continues to be. The appetite for something new remains insatiable, and as is often demonstrated in Dragonball fan communities in the face of nothing new the next best thing is often to invent it.

With twitter, I was under the impression for a while that you needed to give them your real first and last name (which is why I don't have a twitter account) so it's confusing to me how there are "character" accounts. I guess it's like YouTube where you're given the option to use a "nickname" if you want?

I'd say it's fake because if this was real it would've been announced by Toei first with other sites posting after the initial announcement.
If anyone has any of the DB/DBZ/DBGT or Maho Tsuaki Sally Japanese single DVD's that they'd be interested in selling send me a PM and I'll see if we can work something out.

Reminds me of the Facebook 200+ New DBZ episodes hoax.
If Toei Animation were to produce a new series of the franchise, it would possibly be something else than Dragon Ball Z considering DBZ has ended in 1996 with 291.

Look - let's just stop and think about this: how would a small Spanish publication find out about this, if it held any real weight, before the Japanese press?
If there is to be a continuation of the anime then there would be a major announcement from an official, or at least semi-official, party. Even as a rumour, if it's not coming out of Japan or from a major publication then it's not even worth repeating. That's how these rumours grow, via repetition, and as we know from the Facebook hoax, once something like this becomes big enough then people are going to believe it regardless of any information on the contrary.
Also, keep in mind that Toei are currently producing two anime series: Toriko and One Piece. Their production staff share the workload of these two shows, which currently occupies Toei's one hour 'Dream 9' television slot. To begin production of a new Dragonball series would involve either stretching their production staff further, cancelling one of their current shows, or opening an entirely new production department, which is an expensive undertaking. I'm just stating the obvious here, but the evidence against a new regular Dragonball production commencing is pretty disparaging of the idea - especially when the current economic conditions are considered.
