if gohan could use ssj1 and ssj2 on top of his mystic PL, he would be the second strongest in the manga behind vegetto.

But clearly mystic is his max power which is higher then ssj1, ssj2, and goku's and gotenks ssj3. SO he's unable to use ssj on top of that because his ki was re-arranged by elder kaiou

I'd say 4. He didn't think he could. I presume he only found out he could transform after trying it sometime after the Majin Saga.

With how things seemed to be in the manga, where all of Gohan's power was condensed into a new, single, super-powerful base or "Ultimate" state, then either A) Gohan no longer could transform, or B) Gohan could transform, but would no longer get any power out of it. Either way, if transforming was possible and would have had any benefit, I'm sure Gohan would have done it.

Yeah, but in Battle of Gods, he only bothered to transform when everyone else did during the Super Saiyan God ritual. When he and the others attacked Beerus, he was in his Ultimate form. If he did gain any significant power from transforming, I'd bet he would've done so when he attacked the Beerus.

Imagine that his Ultimate state's power dropped as well. The formula for his boost in power would be:

Boost = max(Base Power * SSJ, Ultimate) / Base Power

If his base power multiplied by SSJ is higher than his Ultimate state, then the boost is equal to SSJ, given that base power cancels itself out.
If his base power multiplied by SSJ is lower than his Ultimate state, then the latter is equal to his base power multiplied by some higher boost.

The form and state would have to be kept through the years, but there's a chance that when one lowers, or the other increases, they replace each other.

Kaboom, remember how you theorized that Gohan might've lost some of his SSJ2 power in the Boo arc because of his statement that he could not draw out his dormant powers? Well, I'd say the same has happened here, Gohan is weaker in base but his psuedo-Ultimate form is stronger than Piccolo. His SSJ is stronger than that but it's not 50x Ultimate, It's just 50x of his base. What do you think? Here are my numbers just for reference.

Gohan= 70,000,000
Gohan (Ultimate, Lost Power)= 3,000,000,000
Gohan (Super Saiyan)= 3,500,000,000
