Toriyama is a regular enough cast member in Dr. Slump in general where Senbei and the others recognize (and vaguely are skeptical) about him.

Hold up, having read the Angels of Hell reveals Freeza was imprisoned after Mirai Trunks sliced him, I believe there's a misconception that he, King Cold, Cell, and the Ginyus were seen in a prison cell after Goku and Paikuhan plummeted them in Hell towards the end of episode 195. Correct me if I'm wrong.

I think Toriyama may be ignoring Toei's version of hell (though he offered some input for it, it was a mostly-Toei thing) in favor of creating his own version of Dragon Ball hell from scratch. Like how he's ignoring Cooler, or like how he's got his own manga-version of Bardock now.
If that's the case, I'm super-curious about what it looks like and still behind my theory from earlier that Toriyama's version of DB's hell is personalized in an ironic cruel/unusual manner depending on what kinds of bad stuff the person did in life.
I can't help but wonder if this all stems from a double-whammy of how his input was ignored back during DBE and his reaction to the original script for BOG. Cares about Dragon Ball enough once more where he's taking his author-chair back.

It's probably less personal and more about how he can't be bothered to keep track of other people's inventions. Lord knows he has a hard enough time keeping track of his own :p. I don't know about Vegeta being the secret protagonist but he is certainly the second most important character in the franchise now.
