He is dead, but we don't know about the timelines that were possibly created by the retreat travels made by Trunks, Goku and Vegeta, there's a possibility of one or two timelines that Black is still alive.
As for Black joining the tournament:
Well, what if the U10 Hakaishin lack the morals to ignore the time travel taboo and recruit a guy that contributed to his death in the past just for the sake of winning (surviving)?

This tournament has nothing to do with other timelines. Even if there were more of them, Whis already made sure that Goku Black and rouge Zamasu's weren't a part of it. That was already established in the last episode of the FT Arc.

The new tournament isn't going to have rules against monsters without any intelligence, otherwise Boo wouldn't be able to enter. So their intelligence wouldn't be a factor against their exclusion. Plus, if Roshi is in this, their strength isn't a factor either, remember that Earthlings are among the weakest in the universe.

You can have a dumb member, you can have a weak member, but having a dumb & week member is strategically backwards. Also, humans tend to be week, but Roshi isn't like most humans. He can take on most of Freeza's soldiers.

Not really. Oh sure, people are allowed to mini-mod, but forums in general usually discourage it. It's not a rule, but it's definitely not something you should do.

Anyhow, to get into another topic, I noticed that the Hercule/Buu clip from Super that FUNimation released had Buu sound significantly less impolite, as opposed to his mean-spirited self in the majority of Super.

In the opening he gets the bang after powering up, so they probably are going to make mystic a form and use that change so we can distinguish.
