Why can't it? I mean who would have guessed that Freeza was going to get his own movie and a essentially a God form? Anything is possible in Dragon Ball.

I'm hoping this ends with a statement that the other Gods of Destruction are coming in like 6 or so years, so then Goku and Vegeta have to train to get ready and then when Uub shows up Goku has a little time to train him.
I'm conflicted on the idea of a cliffhanger. On the one hand, it'd be something we haven't had before in DB (at least not the films), and that would be interesting - though a small part of me would roll my eyes at it adhering to the 'trilogy code' (seriously, check out just about every trilogy; the first film is usually stand-alone, the second one ups the ante while also leaving something hanging, and the finale goes out with a big bang). On the other hand though, that would leave us waiting to see how it concludes like...two years from now or so. I dunno if my brain and heart could handle that!

Could you imagine the hype for the sequel? Freeza's too big for one movie, in my opinion.
I just can't picture Toriyama going that route. I feel like they plan to wrap everything up just in case they never make another one.

Speculation. Based on the lack of prominent action cut animators and Hollywood's trend of trilogies where the second film essentially sets up the third.
Edit: also Toriyama's penchant for going against shonen/reader expectations.
What if, after Goku refused being the next God of Destruction, they're training Vegeta to see if he accepts? Or maybe he accepts/asks for it just to get access to this training regimen, in order to be able to surpass/match Goku. Unlikely, but I think would be a fun what-if and would open some new scenarios.

I think we are likely to get more then three movies. As long if the movies are making money at the box office and Toriyama still wants to write Dragon Ball then we should get more once every two years.

He said he likes writing the stories so as long as they don't push him for anything else I don't think he'll stop.

July 9th 2018 will be remembered as the day Broly became canon.

But it's not just a story outline, but also character design and script supervision. He has a hand in more than one production element, I can see how that can become jading against a tight production schedule.
