The top part of her hair, especially those bangs, remind me a little of Gohan durin the Cell Saga. Her overall desing isn't bad. Though I'd change that skirt thing.
It's her eyes that feel off. Toriyama, especially later in the series, has a clear and established set on eye - types he distributes among his characters.
It's not bad looking, (trying to be original isn't bad) it's just feels weird when everything else is trying to be Toriyama-ish. At most, they look a little like Lunch's eyes.
But I like that she isn't overly cute. Toriyama always makes his females look too cute.

Is this a universe where Goku is Broly? Huh... I know there was already a scouter reading of Goku but it could've been a mistake. Here's hoping it's at least that interesting instead of another waste.

But Vegeta's the prince of the Saiyans, has trained his tail (as has Nappa, an elite Saiyan) and probably much more battle-intuitive than the majority of the Saiyans. That's bullshits, Bardock was always a low-class. He may be at elite level, but he was always considered a low-class. And about the thing he said "Saiyans are not born elite". Why Vegeta ALWAYS refered Goku as low-class, even when he thought that Goku was Super Saiyan he was calling him low-class. Vegeta doesn't talk about classes to Goku, he only says that Goku is a weakling and weakling were sent to low level planets. And that he, Vegeta was the elite of the elite.
In the movie, it's said that Baddack unit is "low class". And that Baddack is 10,000 because of his constant fighting, and that it's huge.
Also, in Freeza'a army, the basic guys are easily killed by Nameks at 3,000.
People who are "insanely strong" in Freeza army are about ~20,000: Vegeta, Kiwi, Zarbon, Dodoria.
Elite isn't only 4 people (9 with Ginyu squad) in the universe, it's more. So I think that anyone at about 10,000 or more should be considered elite. It seems logical to me also that Baddack was once a low class, a weakling, and now is strong and considered elite.
