Yes, the first Super Saiyan aura is normally depicted as this wavy, fiery light. I'm guessing he meant something else, if not how it was presented in the original story.

Y'all are complaining about that manga shot (which, while he might be a tad tall, his face looks appropriately young with the positioning of his facial features), but the anime shot by Uchiyama was way worse:
He was definitely way too tall and old looking here, and for whatever reason he adapted that SS2 Gohan shot for when he was a regular Super Saiyan.
As for the fan art tribute to that shot, it would look better if his facial features were brought a tad closer together, and it would give him a bit more of the youth that he so desperately desires.

Yeah, the original Super Saiyan transformation is initially depicted like that in the manga. But then the fiery aura disappeared sometime after the Android arc and was replaced with the stock SSJ aura.
