I kinda wanna say Vegetto. Though he could be placed almost anywhere as Base Vegetto is practically a wild card.
Why Dragon Ball Consistency in something such as power levels matter!

An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.
I'm inclined to say Gotenks would stomp, simply because I don't think Potara is THAT ridiculously strong. But who knows really; base Vegetto never did anything.

Base Vegito equals Buutenks maybe? Or Mystic Gohan?
There is no limit to where he can be placed except for under Boohan. Some would argue he's above that.

cell saga ssj2 gohan can defeat broly fairly comfortably.SPC and pre majin vegeta ssj2 would defeat him with ease,and buu saga ssj2 vegeta and buu saga ssj2 goku can assfuck him inside out.Omega will wink at broly and he will evaporate
I doubt omega shenron has a chance against a LEGENDARY SUPER SAIYAN names Broly. If u think back, Broly was in hell and he later caused chaos that forced Goku and Pikkon to go and stop him.

Ehhh..id say Omega could take Bills with little trouble. Maybe put up a fight, but in the end if think Omega would come out on top.
