Beers. Gohan's Ultimate form, IMO, wouldn't be considered in the transformation since it uses SSJ energy and hidden power.
Id think Gohan would win honestly. We know Gohan is now a great deal stronger than Goku now before Goku attains SSJG and since SSJG puts Goku above Super Vegito, id say SSJG Gohan would be equal if not stronger than Bills.
Gohan's Ultimate state utilizes his Ssj energy, he wouldn't stack Ssj God on top of his ultimate state.

Birus still wins. I think SSJG would be the same for anyone who gets it since the same people will be doing the ritual. Even though I consider Base and Ultimate Gohan the same it wouldn't make a difference as he would still equal SSJG Goku.

A better fight will be EoZ SSJG Goku/Vegeta/Gohan vs Birusu.

The Ssj Gods would win that one.

The joke emerges from the fact that his only major victory is from a fight where Goku and Cell basically had to persuade him into battle.

I don't think he has ever beat a super powered foe on his own unless he or she was a lot weaker than him.

He's probably referring to the Bardock special. Zarbon was the one who first recommended destroying Planet Vegeta because the saiyans were rapidly growing in strength.
It was actually Beerus disguised as Zarbon #StayWoke
Herms wrote:The fact that the ridiculous power inflation is presented so earnestly makes me just roll my eyes and snicker. Like with Freeza, where he starts off over 10 times stronger than all his henchmen except Ginyu (because...well, just because), then we find out he can transform and get even more powerful, and then he reveals he can transform two more times, before finally coming out with the fact that he hasn't even been using anywhere near 50% of his power. Oh, and he can survive in the vacuum of space. All this stuff is just presented as the way Freeza is, without even an attempt at rationalizing it, yet the tone dictates we're supposed to take all this silly grasping at straws as thrilling danger. So I guess I don't really take the power inflation in the Boo arc seriously, but I don't take the power inflation in earlier arcs seriously either, so there's no net loss of seriousness. I think a silly story presented as serious is harder to accept than a silly story presented as silly.

The movie basically said Vegeta and Goku will get stronger.

Randomguy is somehow under this impression that the Zetto Senshii somehow get weaker after BoG because supposedly it's their prime according to a rather generic statement.

Which is ridiculous since Trunks and Goten can't be at their prime. They are kids for pete sake.

Yup. Toriyama clearly said everyone had, there's no way around that, it's just a generic statement that shouldn't be taken so literally. Beers also claims Goku's potential is unforeseeable, so clearly he can get stronger.

Well, they are at their strongest in the manga, since in the 28th TB, they were in the same status as Gohan was in the beginning of Boo arc.

Toriyama also said almost everyone was at maximum strength
With regards to the time frame of “for the first time in 39 years”, the movie’s setting is after the defeat of Majin Buu, and also prior to the final chapter. Why is it that you chose this period?

When I decided, “For this movie, let’s go with the whole cast!” I thought, “What era would be best?” If it’s a few years after the “Majin Buu arc”, then almost all the cast members are at MAX strength…. And also, you know, in the final chapter, where Uub appears, I made [characters like] Bulma and Kuririn pretty old, so honestly, I thought, “Maaaybe it’s a biiit difficult” [to make the time period any later]. (laughs)

Goku & Vegeta are probably the only ones that did extreme training, and got slightly stronger. Piccolo & Tenshinhan with Chaozu just did training, which kept them on the level they are. Gohan, Goten, Trunks stopped training & didn't get any stronger (Saiyans, so their battle power didn't fall), but their skills got rusty. Kuririn & Yamcha stopped training, and got both weaker & with rusty skills.

At least that's how I see the Z-Senshi during the 28th Tenkaichi Budokai.

"Zombie"

The movie basically said Vegeta and Goku will get stronger.
Before killing Pure Boo, Goku said he will be better ( stronger ). When Vegeta wanted to kill Mr. Boo, Goku says that they will continue training to get stronger.

Beers also says that Goku's potential is immeasurable or have immeasurable power, so clearly he can get stronger. So clearly Beers statement > Toriyama statement.

"Then almost all the cast members are at MAX strength statement" does not mean they can not become stronger!

Now we ( the fans ) know more than Goku? I don´t think so!

If Goku says he will be stronger, is a fact that he will be stronger! Why is so hard to understand that?

Kid Goku before drinking the holy water(aka the Goku that battled Tao Pai Pai the first time) vs the Mummy.

Is Goku still stomping him?

It'd be a close fight, it could go either way. I give it to Goku because he's Goku though. One max power Kamehameha and that mummy is done.
