It's properly and a opinion he has heard from someone else, but he dosen't know how to go in depth with it like that person.
Year 2020: It has been 2 years since the end of the ToP arc, and Dragon Ball haters (because people who make those memes are haters, let's be real) still don't know about Goten and Trunks reaching Super Saiyan 3 in ONE DAY back in DBZ.
Super Saiyan 1 and 2 stopped being special in the Cell arc. DEAL. WITH. IT. Vegeta even says in the Buu arc "Is this a Super Saiyan bargain sale?!". Original Dragon Ball is literally self-aware of the fact that Super Saiyan is no longer relevant LOL. I have no problem accepting that Caulifla, a genius and prodigy, can reach up to Super Saiyan 2 so quickly.
At his core Zamasu is good like Shin, though I guess you could say he was so fastidious that it backfired. But you know, for this "Future Trunks Arc" you had to depict Zamasu and Trunks' inner conflict, right? If this was back when I was drawing the manga myself then I doubt if I could have done it. I mean, I'm not very good at depicting the characters' psychology on the page. So this all came together because now I only have to think up the story. [...] On my own, I doubt I would have been able to express Zamasu's fall to the dark side.

It was weeks, not one day. And only when fused.
Ok, and? It took centuries upon centures upon centuries for a Super Saiyan to arise. Even weeks would be too quick. "Thematically" Super Saiyan Goten and Trunks also do not work.
And if we do not want to count fusion, then Caulifla by herself was fodder (as she needed to team up with Kale against SS2 Goku, who is also fodder), at which point I do not see why anyone would care.
From what I remember of the ToP arc, Caulifla was very weak and unremarkable. She took out some fodder, she tried to engage SS2 Goku, and needed Kale to fight him, and then she got oneshot by a simple ki blast from SSG Goku.

He's probably referring to the Bardock special. Zarbon was the one who first recommended destroying Planet Vegeta because the saiyans were rapidly growing in strength.
