Oh, no, I can't do that, I'd slow down to a standstill! I'm much slower at drawing than I am at writing. It's probably for the best that I don't limit myself like that.

He's just saying "What?" in response to Goku calling him. I assume he's just nervous, as described in the future episode's summary. Goku himself is surprised by Bluma's pregnancy. To further assume, his choice of words seem to be probing Vegeta for his thoughts like, "Y-yo... Vegeta...?" which transitions to "What?".

The hair could be brighter, make it pop at the viewer. The cloth could stand for a little less shine. It looks off but it does complement the piece all the same. Try as I might, I can't find pinpoint anything else. You're doing well!
