From my recollection, a particular motive is never specified. Dabra claimed Earth wasn't good enough for energy when he last sent his minion to check and Kaioshin decided to act when Bobbidi moved Boo's ball from its previous location. For whatever reason, they decided to trust Yamu and Spopovitch to gain sufficient energy from the/a 25th Tenkaichi Budoukai participant(s). Perhaps those two convinced Bobbidi that the competition would yield individuals with large amounts of energy? He did seem extremely surprised that they did so well. In any case, those conditions don't exist in Future Trunks' world but they can still happen as intended (with appropriate modification) in the unseen era.

His head hadn't been in it for quite a while, and he had already created plenty of tension between the community and himself. I personally never liked the guy, but I hate to see him go. He was very helpful in countering misinformation at the dawn of this newest era of Dragon Ball, and he deserves my regards for that much, at least.
