Furthermore, if we're using fanfic theories, why not say that Kaioshin is actually stronger than SSJ3 Goku and Beerus put a spell on Buu to prevent Gods from beating him?

Kaioshin was scared of Pui Pui because he didn't know his strenght at first. He only knew Babidi's minions' reputation that they were really strong. He was amazed at Vegeta defeating Pui Pui and Supreme Kai is just like: "hey, it turns out Babidi's people are not as strong as I thought they were, so that means I can beat them easily too".

Supreme Kai did see Majin Vegeta's power as a SSJ2, as well as Gohan's and Goku's as we already know. He has the right to say that the 3 saiyans were strong.

Cell Games Goku was actually far apart from Piccolo. As I said previously, 1.5x of difference can be interpreted as "different dimentions", just look at Kaioken X2 Goku vs Captain Ginyu, there's a difference of 1.5x and Goku was, well, different dimentions from Captain Ginyu.

At the Cell Games, if Vegeta is like 60% of Goku because of the evidences that he was shocked at Goku's power, Piccolo, who is weaker than Vegeta, is at 40%, and is much less than 100% of Goku, so much that it can be interpreted as dimensions apart.

If Cell Games Goku was dimensions apart from Cell Games Piccolo, very far apart, then I don't see how it is impossible for Supreme Kai to be dimensions apart from Buu Saga Piccolo if there could be just a 1.5x difference between them. I'll show my numbers again to give a more representative look:

Cell Games Piccolo - 12 (40% of Goku, which is far apart from Goku)

Buu Saga Piccolo - 18 (note that Piccolo has improved his power like 1.5x of his previous strenght, that shows his improvements of 7 years of training)

Cell Jr - 20 (the Cell Jrs are still stronger than Buu Saga Piccolo, even after 7 years of training)

Supreme Kai - 27 (note that there's a 1.5 of difference between his power and Piccolo's, enough for their powers to be on different dimensions)

Cell Games Goku - 30 (his full power in which, again, surpasses Piccolo by a lot)

Buu Saga Gohan - 32.5 (he is stronger than Supreme Kai, because he has enough strenght to pull out the sword from the rock, unlike Supreme Kai)

Cell Games Gohan - 35 (decided to put him here just to show how weak he has become after 7 years)

Buu Saga Goku - 45 (I decided to put him here too, to show that much like Piccolo, he has improved 1.5x of his previous power after 7 years of training)

Where would you guys put Buu Saga Goku and Vegeta (Pre Majin)? Could any of them beat 18 in base? FP Perfect Cell as SSJs? Could Vegeta beat Kid Gohan, or beat SPC as a SSJ2?

There are some stuff that implies the base saiyans could beat 18, like Vegeta's confidence on beating everyone without SSJ and base Trunks "holding his own" against 18. Some people think the base saiyans could beat even Piccolo on the Buu Saga, but i really doubt.

If Goku couldn't beat Freeza without Super Saiyan by the time of Battle of Gods, how would he or Vegeta beat No. 18? Goku's about as strong as regular Perfect Cell as a Super Saiyan, but Vegeta would need a Majin boost to get to that level, though they both could beat Super Perfect Cell with Super Saiyan 2.

I have to admit, I was one of the people who thought about the base saiyans being stronger in the Buu arc, but I'm not in favour of that anymore. Supreme Kai's reaction to Babidi's minions (which can be interpretated only that Supreme Kai knew Pui Pui and Yakon's reputation, not their strenght), Dabura's magical sensing of ki (everyone where hiding their power at the time, and they could only sense each fighter's potential, which Gohan, Vegeta and Goku have more), and the kilis of Yakon and Goku (the 800 and 3000 is more of a representative way to show who is stronger), can make people believe on base saiyans being stronger, but everything has its explanations (as I show them in brackets).

Anyway, the base saiyans are much weaker than 18, obviously since she's stronger than Frieza.

I have SSJ Buu Arc Gohan rivalizing Perfect Cell, with Vegeta falling behind. And I have SSJ2 Vegeta being able to beat (with effort) Super Perfect Cell, with Gohan being equal to him. This are my numbers:

I have an idea, what is the highest power level you could put kid buu on, with using "official" material only (but no filler) but with logic and proper reasoning?

Say, for example, taking vegeta's statement about beating "everyone" in base literally, and making his base equal to piccolo.

[spoiler]1. Freeza is 120 million, Goku is 150 million.
2. Mecha freeza is atleast 160 M, so Yadrat goku is 200 million to beat him and king cold at once.
3. Android arc sick goku was barely equal to #19, and far beyond 200 million, atleast 250 million (Tien's reaction)
4. #19 even after absorbing so much power, and then absorbing much more power with Vegeta, was weaker than weakened vegeta.
#19 = 400million, weakened vegeta = 500 million (one shotted 19)
5. Dr Gero was stronger than vegeta, absorbed some power from him, and piccolo. Piccolo still stomped him.
Dr gero = 550 million, after absorption = 660 million , piccolo = 800 million.
6. Kami doubled piccolo's power = 1.6 bil
7. Imperfect cell utterly stomped piccolo = 2.2 bil
8. Semiperfect cell is much more powerful than just the sum of imp cell & 17, since it is important in his evolution. 4.5 bil. He powered up signigicantly against vegeta = 5 bil
9. Vegeta stomped him = 6.6 bil
10. Perfect cell no-sold him like semi-cell vs #16 = 12 bil, bulk trunks was stronger = 13.2 bil. Bulk cell was even stronger, using same multipliers = 24 bil
11. 50% goku was strongest thing ever seen = 25 bil called cell too strong = 30 bil (expected)
12. Vegeta was stronger than expected cell = 35 bil, cell jr was stronger = 37 bil. Piccolo fought well against cell jrs = 32 bil.
13. In buu arc, Piccolo is atleast as strong as CG Goku since he is excited to fight goku, vegeta and gohan = 50 bil (not unreasonable)

Yeah, well, I don't agree with Buu arc Piccolo being equal to Cell Games Goku, and I would put his Cell Games version at 25 or somewhere else, with Buu arc version at 35. But the whole rest is perfect in your resolution.

What about lowest possible number for kid buu? (Using freeza's 120 million ofcourse)

My standard power level list puts him at 12 billion, but IMO, careful precision and attempt to control inflation can bring it down to 3-4 billion. I don't think any lower is possible.
