I wouldn't go as far as to say that the characters don't deserve it, but it wouldn't make any sense for them to be in the movie, as Universe 6 isn't relevant to the plot at all. I've got mixed thoughts on Freeza, but the emotions aren't as strong as they are with last week's VegeBul thing so.....while I'm tired of Freeza returning again and again and again I can't totally be against it because at least during the ToP they wrote Freeza tremendously well and that was his most recent outing so I'm of the mind where I feel like Freeza could continue being really entertaining to watch in the movie even though I'd also be happy with them finally writing him out of the main storyline and moving onto a new villain/antagonist.

I'd like to hope that when Super does return to TV that they do have a new villain again at some point.

Bringing him back just to kill him again was a mistake of RoF, but bringing him back at the end of Super clearly had a different intent than to just kill him off again in a different movie. I have the feeling Freeza was revived to be the recurring villain who gains his own strength and allies, training parallel to the heroes, probablyas setup for being the final villain. Which makes sense, having more a gallery-of-rouges of more distinct villains is a good step toward minimizing the series' longstanding narrative escalation issue. So mister Nakao may be getting the opposite of his hopes.

The art on the cards is drawn by separate artists, it's only as tangentially related to the movie as Heroes itself is promotional game material for Dragon Ball in general. A coloring book is also promotional material with art drawn by artists. U6 Saiyan race and U7 saiyan race are differnt saiyan races. And heck, this movie isn’t even about the U7 saiyan race. This is a movie about the U7 saiyans and has consequences relating back to the genocide of the saiyans and the survivors. Raditz and Nappa are getting flashbacks hence why Raditz is a child and Nappa is younger with hair, they arent even remotely likely to show up in this in a present day setting unless Goku goes full mad-lad when he gets the dragonballs and revives the entire saiyan race at the end of the film.... giving them a cameo at least makes sense.
Now if we get an arc or film going to U6 Sadala, then I could see why youd be mad if those two didnt show up at all.
