Not particularly challenging questions for anyone whose seen all the episodes, but unfortunately that doesn't include me.
1) Why does Dabura wind up in heaven?
2) Do they actually show Vegeta watching the SSJ3 Goku/Fat Buu fight from hell? He mentions it in the episode right before they fuse into Vegetto, I'm just curious if we actually see that (sure would be hilarious).

As the king of the demon realm, Dabura would have simply enjoyed Hell far too much. As such, for a real "punishment," Enma-daio decided to send him to Heaven... where everyone's lovey-dovey and there's no other bad people!

The first question is answered already. As for if Vegeta saw Goku's battle, it's not really said but I would say no. Vegeta simply says that he learned about Goku's SSJ3 in the other world, but when Lord Yamma brings Vegeta back with his body he didn't know that Majin Buu survived his self-destruct attack.
