Love that piece...I think it's definitely a rip off. Both are even the same key(F minor) . But I agree he improved it. I found this btw of the original:

The #1 thing that makes BPU so much better than the original is the rhythm, its in 7/8. I love odd time sig music. Gives it such a fresh feeling compared to 4/4 over and over and over again. Also the drums aren't so overpowering, and the chords move a lot more places. It has breaks and alternate sections, makes it not get boring. I like hearing the distorted leads as opposed to the jazz guitar which gets a bit elevatory. Then the BPU has more dissonance and edgier harmony. The bass doesn't have this ridiculous reverb on it. Oh and BPU has a better build up. Better form in general.
So if there was a question...that's why BPU kicks the original's butt.

Edit, more thoughts on similarities:
Bass synths are really similar, though BPU's isn't quite as cheesy of a slap bass sound.
They both use similar rhythms in the bass.[edit again, they are the SAME NOTES. BPU just repeats a bit quicker for 7/8 time] They both use flangy chorus sounds over the top, with some kinda oscillating synth. Both play Fsus to F7sus and back to Fsus again (Pikkon theme uses Fsus abd F7sus a lot too and is in F minor...and has some similar bass rhythms...but I had never heard either of these pieces...honest.)
So after more detailed analysis...yeah there's no doubt BPU ripped that off. It's dead similar too many ways. Stuff is straight quoted all over the place, not even bothering to change the key or instrumentation.
