Saiyan classes (again)

Saiyan classes (again)

Sorry for not being able to find the thread from when I last asked this, but what the hell are the three saiyan classes?

3rd = Low Level Warrior
2nd = ??
1st = ??

Is the 2nd class the average Saiyan? The only proof I can find is non-canon: movie 3 where Tullece says "There weren't many Low Level Saiyans like us." As a result, the Elite must therefore be the 1st Class Saiyans.

If not, then the Elite are the 2nd Class Saiyans, but who makes up the first? The Super-Elite, or the Monarchy?

Finally, what decides a Saiyan's class? Is it their birth PL, completion of a certain difficult task, or that the fact is decided upon whatever class their parents (ie: parent = low level warrior, therefore child will automatically be a low level warrior)?

I would assume that the Saiyans are very caste-based in if a low level soldier has a child, the child will only be low level. That's essentially what Nappa and Vegeta were saying about Goku the whole time.
