Actually, I think he meant that half-breeds (such as half-Saiyans) made up 1% of the planet. Which means that there are some weird, twisted human/animal, animal/monster, or human/monster hybrids out there. Not that that would be unusual for Toriyama...but it's just weird, to really think about it. :?
