I'm sure where those life bars are from. They do resemble SFA3 though.
That video with Goku and Vegeta fusing is quite amazing. I wonder how long it would take someone to create those sprites and power-up special effects. It looks like they got the Goku and Vegeta sprites from Hyper Dimension, then customized them.

But seriously, a lot of MUGEN sites offer edited characters, such as SSJ4 Goku, Vegeta, a couple of Gogetas (one from UB22), and some other stuff. Believe me, the video and audio effects can be easily achieved by editing them into the character's files..
