I always found it funny how there was a few breaking the 4th wall moments in Dragon Ball, then I realized, it's because Dragon Ball is actually a series within a series! At the end of Dragon Ball GT, Goku said "Until we meet again guys!", but why would he say that to mid-air? It's because he was telling that to the camera, because he is an actor! When Hercule would say "It's all tricks done with smoke and mirrors!", it's because he was right! Remember when Videl fought the guy who looked just like Nappa? It's because he was played by the actor who also did Nappa, which is another reason why we see character designs reused.
And the reason why the animation is bad in Dragon Ball Super during certain parts is because those are actually an anime within a tv show within a anime!

You've been smoking haven't you? I do like the little fourth wall breaks like the goku balloon in the trunks special or 'dbz' on t-shirts. It's quirky.

Dragon Ball is always breaking he 4th wall in Portuguese dub.
A world without Dragon Ball is just boring.

It is so dumb, it's a complete lack of respect for the original show and yet I love it so much.

Edit: Hell, the series is literally treated as a show inside the series, during the Cell saga when everyone is watching the Cell Games this little girl grabs her mom and says "Come on mom this is boring, let's go home and watch Dragon Ball" and later, in the Buu Arc during the tournament, the Announcer shouts "Hurry up Masked Man or you're going to miss Dragon Ball Z!"

There were quite a few moments of breaking the fourth wall in the Majin Boo arc as well. Hell, Tori-bot made a cameo in the manga when Krillin pointed out how a page in the manga was photocopied and Tori-bot said his editor didn't have to pay him for the page.

Well, the people to ask there would be FUNimation, since that was a dub-only line. In the original version, he doesn't say anything at the end, and the narrator closes the story.

Although, while we're on the subject, FUNimation should not have made that change...but I begrudgingly admit to liking it. Firstly because it's delivered with the side of Goku's personality that Schemmel has consistently and excellently captured (the cheerful, happy-go-lucky side), and secondly because, while the delivery clashed horribly with FUNimation's revised score (an out of place, dark-sounding guitar drone), it actually blended quite beautifully with "DAN DAN."
A "rather haggard" translation of a line from Future Gohan in DBZ, provided to FUNimation by Toei:
"To think of fighting that is this fun...so, it was pleasant fight, as many as, therefore is a feeling which is good the fight where."
