When did Jump Magazine first announce the Anime?

Anyways, when did the magazine first announce that the Anime would go into production? The only thing I know is that it was in the Summer or Fall of 1985, and that it was after the series switched to a tournament format (Toriyama stated that prior to that, the series hadn't gained any popularity).
