Lapis/Android 17 and Lazuli/Android 18 are Flappe's kids.
Considering Gero's an insufferable prick, it wouldn't surprise me AT ALL if Gero abducted his colleague's kids. Maybe as payback for helping Android 8 defect?

If you wanted to use that idea in a fanfic, sure, go for it. It's interesting and there's nothing in canon to disprove it (or prove it, so it can go either way).
