Why did Meta-Cooler go to New Namek instead of Earth?

Why did Meta-Cooler go to New Namek instead of Earth?

He had no reason to go to New Namek. Wouldn't the more logical plan be to attack Earth instead, as that's where Goku was?

Or did I miss something?
