Like many theaters, it seems you can rent out space and put on your own showing (for things like birthday parties and other events) at Alice Springs Cinema.
Considering the description is just copied from Wikipedia and it's listed as a "community" event, it's probably just a local anime club or some sort setting up a screening.

However, their cheapest price to hire a screen is $900 (http://www.alicespringscinema.com.au/Pa ... -Functions).
That is expensive for something that lasts 30-60 minutes, is possibly not in good quality and is not one of the more popular entries in the franchise.

School/university clubs tend to get reduced pricing on this kind of stuff, in addition to whatever funding they receive from being part of a sanctioned group in the first place. I wouldn't go directly off that public pricing by itself as the whole story here.

Why choose this OVA over the two most recent movies or any of the older Z movies?
This wasn't meant to be seen in a cinema so I can't imagine it looking good blown up and sounding great.
