Did Zamasu care about his Zero mortal plan?

Did Zamasu care about his Zero mortal plan?
He was spewing so much rhetoric BS about gods being superior to ningen that he wasted 10 episodes with dialogues but didn't kill more than 5 humans while fighting Goku and Vegeta. If he really cared about winning couldn't he just have destroyed the planet like Frieza did in RoF? I mean how stupid can you be? There's no Dragon Ball and saiyans can't survive in space, so if he busted the planet his plan would be completed in 5 min. Instead he spent dozens of minutes (both in show and real time) giving speeches which cost him his life at the end.
Did Zamasu really care his plan? Doesn't look like it from his actions.

The whole point is that he considered the mortals to be destroying the universe with their in-fighting and sins. That's why he only targeted cities and avoided destroying the environment. (See the still intact forests around the city - or how he lived in a cabin in the woods rather than a castle or something). He could have attempted to destroy the planet as an ultimate symbol of his corruption (although the planet did start falling apart when he powered up after fusing), but they didn't really go there.

He was getting his ass kicked yet kept on delivering shitty dialogues. Then got killed by a raged SSJ2 Trunks. How was planet busting not an option? If he really cared about killing ningen he could've done so easily. Because he doesn't want to destroy the planet? He likes Nature, the universe, he doesn't like the mortals who inhabit it.
