You know kinda like toei fixed some of it on episode 5 blu ray but in other parts like in the frieza arc and vegeta vs hit there still a lot of un-fixed moments even on the blu ray

And if its possible is that also legal to do?

It's possible, Ajay's "Resurrection of F" fixed Golden Freezer face in the Naoki Tate cut from episode 26 of Super.

While it certainly is possible, it's not an easy thing to do as far as I know, especially trying to fix animted art, and I'm quite sure it becomes illegal as soon as you start uploading the fixed art episode online.

Though it would be cool to see someone attempting to fix the badly drawn stills in the serie
