What is Krillin's height?

Is he a dwarf like Peter Dinklage, or he is just fairly small (around 5 feet)?

Is there an exact figure, or does it vary throughout the saga?

Krillin is 5'0" (1.53 m) according to the "Dragon Ball: Super Exciting Guide" from 2009.

Yeah. Krillin technically is not a dwarf -- it's just that, thanks to a quirk of Dragonball's art style that exaggerates height differences especially when it comes to really small and really big characters, he tends to be drawn way shorter than he's supposed to be.

Vegeta gets a lot of this drawn-super-short thing earlier on, too (probably to emphasize the "big guy and little guy" thing with him and Nappa) but gradually things shift around to a point where he's consistently drawn looking just a few inches shorter than Goku. Him and Bulma exchange heights a couple times too, if I'm remembering right -- in some episodes/movies/etc. she's a little taller than him, but then sometimes Vegeta's a little taller than her instead.

Heights in Dragon Ball have always been really inconsistent. I've seen Chiaotzu listed as 4ft 5 in places, but then in the series I've seen him appear smaller than Tien's arm.

It's inconsistent, right? I'm sure I've seen him at many different heights, like with Ox-King.

More importantly, how tall is Cabba? He's much shorter than Vegeta who's barely over 5', so I'm guessing he's probably around 4' tall.

Vegeta is 5'5 or 5'6, which is still shorter than me (I'm 5'8), but that's certainly over 5 feet.

The officially listed heights are clearly inaccurate, Vegeta has always been drawn at least a head shorter than Goku, there's no way he's only a few inches shorter.

Heights are like power levels in Dragonball. Best not to put exact numbers to it.

He's 5 feet just like me. I think only Frieza's first form and Jaco are the only ones shorter than him counting adults. But he really looks like a child now that he doesn't have his muscular build anymore thanks to the new art style

5 ft makes him not a dwarf at least. But Super overemphasizes height differences more than Z ever did, in cases of Kuririn or Goten at least. Vegeta is kept reasonably tall.
