Nothing seems to happen to their bodies after their GoD dies, so there's probably a law preventing them from interfering, just like there's a law preventing them from tampering with time.

Inactive might as well mean they don't need to serve anyone anymore.

Yes, but angels aren't erased with the universe they're attending as we've seen in ToP, probably because they're not from any universe but instead are from an angelic realm, similar to the demonic realm.
